  • Circuit breakers –  HT panel may have one or more circuit breakers depending on the requirement of electrical distribution system. The circuit breaker may be operated, tested & maintained mechanically and electrically.
  • Relays – Different relays may be used in a HT panel to protect electrical system from fault such as earth fault, overlading & short circuits. Thus its testing & maintenance is very important.
  • Meters – Different meters may be installed on HT panel to measure/record various parameters such as incoming voltage, current, power factor, energy consumption, Load in Kw etc. These parameters may be measured through multifunction meter or individual meters.
  • CT & PT – Current transformers (CT) & Potential transformers (PT) are also important component of HT panel to be tested. The function of CT & PT is to reduce the actual value of current & voltage respectively to a very low value so that low values could be used for metering & protection purpose.

The standards that cover majority of relay performance aspects are IEC 60255 and IEEE C37.90. Nevertheless, compliance may also include consideration of the demands of IEC 61000, 60068 and 60529.

The testing and verification of protection devices and arrangements introduces a number of issues. This happens because the main function of protection devices is related to operation under fault conditions so these devices cannot be tested under normal operating conditions. Electrical pre-commissioning is performed by the commissioning team. Electrical testing typically involves more complex test setups and often requires specialized test equipment that only the commissioning team would have, or even a specialized team that’s brought in as a member of the commissioning team to perform electrical pre-commissioning.

At the end of pre-commissioning of a particular subsystem, the commissioning team confirms that all checklists are filled out and that all results are passing within tolerance. This confirms that pre-commissioning is complete and that all systems are contract compliant before we move into the next phase of commissioning.

Both the National Fire Protection Association (NFPA) and IEEE recommend a ground resistance value of 5.0 ohms or less.

According to the standards given in IEC 60364 all power systems are divided into five earthing types: TN-S, TN-C-S, TN-C, TT, IT
According to the IEEE Std 80, the earthing design should be reviewed to eliminate hazards due to transferred potential and hazards associated with special areas of concern
IS 3043 1987 – the Indian Standard Code of Practice for Earthing, As per BIS standard for design installation and calculation of earthing system.

It is strongly recommended that testing take the form of a comprehensive structured earthing survey comprising seven key steps. The first of these is a close visual inspection of the earthing installation. This should look for any signs of damage, for earthing conductors that have been broken, cut or have otherwise become disconnected, and for signs of corrosion, not only to the electrodes themselves but also at the connections between the electrodes and the earth conductors.
